Symptom:
panic while upgrading esxi

Conditions:
10 node stretch cluster
HXDP 3.5(2g)
ESX VMware ESXi 6.7.0 Update 3, build-14320388 and upgrading to build 15018017

The sequence that can lead to the PANIC
--------------------------------------------------
- A 5x5 stretch.
- At some point, the cluster transformed into a 4x6 stretch cluster, i.e., A node's site affinity got changed from Site-A to Site-B. (Site-A: 4 nodes, Site-B: 6 nodes)
- Fail a node (let us call it node-Y) on site-A
- At this point cluster will have 6x3 nodes in an active state. (Site-A: 3 nodes, Site-B: 6 nodes)
- Trigger rebalance
- A PANIC will be observed.
