Symptom:
Terminate action fails to complete on a job that is in an error state.

A job should not be left in Cancelling state.

1. Terminate action should complete and terminate a job even when the job is in an error state.  
2.  A job that failed should not be terminated for actions like suspend or resume.
3. Currently, the 'Stopping' and 'Cancelling' jobs do have a 'terminate' option; however, doing 'terminate' does not change the job status to 'terminated' even though the VM has been terminated.  Request a job in 'Stopping' or 'Cancelling' to automatically go to terminated state for 'terminate' action.

Conditions:
A job with an error status is attempted to be terminated but is stuck in Cancelling state
