Description (partial)

Symptom:
With external admin GUI login configured on ISE (example RADIUS token server), if we create fully internal ERS admin user, all REST calls are first authenticated against RADIUS token server before trying locally.

Example of local logs when there is timeout from external RADIUS token server:

2020-02-14 13:17:08.570 +01:00 0000085086 24616 ERROR Radius-Token: RADIUS token identity store received timeout error, ConfigVersionId=1844, AcsSessionID=vchrenek-ise26-1/370804710/26, AuthenticationMethod=PAP_ASCII, CurrentIDStoreName=testExternalToken, CPMSessionID=vchrenek-ise26-1:userauth14,
2020-02-14 13:17:08.608 +01:00 0000085089 51001 NOTICE Administrator-Login: Administrator authentication succeeded, ConfigVersionId=1844, AdminInterface=ERS, AdminIPAddress=10.229.16.103, AdminName=ersadmin, OperationMessageText=Administrator authentication successful,

This can create delay/failure in REST calls.

Conditions:
external identity store configured for admin access of ISE GUI
internal ERS admin created
