Description (partial)

Symptom:
After performing SSO using "system switchover" command, switchover happened correctly and Active SUP (slot 5) was up. However the Standby SUP (in slot 6) got stuck in powered-up state for almost 5 hours before it recovered. During that time, at regular intervals, the following logs were visible:

MBR1A#2020 Feb 13 08:55:26.403362 MBR1A %SYSMGR-2-STANDBY_BOOT_FAILED: Standby supervisor failed to boot up.

Conditions:
Nexus 7000 N7K-SUP2E/N7K-M206FQ-23L and 8.2(4).
