Description (partial)

Symptom:
Certain pages are reachable even when there is an AVC rule configured to block them if anti-malware scanning is enabled.

However, if anti-malware scanning is disabled the pages are blocked as configured.
AVC rules work properly when HTTPS proxy is disabled.
