Cisco Bug: CSCvt04788 - Catalyst 2960X interfaces with Service Policy configured taking too long to be up

Description (partial)

Symptom:
- 3 interfaces of the same device on a stack of C2960X switches with the same service policy configured on them after a reload ofthe switch.

- PoE is not being delivered as fast as expected to the PoE devices attached to the C2960X switch due to the time the interfaces take to come up. 

- AP's down and users down during the time the interfaces are down impacting customer's network services.

Conditions:
- PoE devices (AP's) are connected to at least 3 interfaces on the same switch of the stack of C2960X.
- The same Service Policy is configured in the three interfaces where the PoE devices are attached. 
- The service Policy has 8 classes. 
- Each classe matches an ACL with numerours statements.  
- In the laboratory we have found the same behavior in 15.2.2E6 & the Cisco Suggested IOS version 15.2.7E0a.
