Symptom:
In a l2vpn bridge, traffic from BVI interface to ACs are consistently dropped.

Conditions:
A bridge modify event and an AC bind event are triggered back-to-back on a bridge with only 1 BVI interface and 1 PW. This can happen in field if customer has an existing configuration file with bridges and their underlying ACs and load it, and all configurations apply at the same time.
