Description (partial)

Symptom:
ASR9K sends IPv6 packets with wrong etherytype (IPv4 instead of IPv6)

Conditions:
#1. ASR9K does PHP (penultimate hop popping) for MPLS labelled IPv6 traffic. MPLS pkt is received and IPv6 pkt is sent out.
#2. Link to downstream router (which receives corrupted packets) is TI-LFA protected
#3. The ingress LC is 4th and 5th generation of ASR9000 Ethernet line cards (aka Lightspeed) and the egress LC is 3rd generation of ASR9000 Ethernet line cards (aka Tomahawk).
