Description (partial)

Symptom:
- Clients roaming between APs, are sometimes/randomly getting deauthenticated for no reason, which leads to multiple connectivity issues.

- Client is already connected and working fine in RUN state, at some point it roams and the reassociation is successful, but it gets immediately deauthenticated after a couple of Action Frames from the client.

Conditions:
- This is FlexConnect AP with local switching in an Open SSID doing Layer-3 Web-Passthrough.

- Issue happens during roaming, and not all the time.
