Description (partial)

Symptom:
vmanage incorrectly deletes a physical cellular link 0/2/1 during template push

Conditions:
ISR4331 is brought up with blank config. Basic configs to establish control connection is done. When template push is executed , the cellular link 0/2/1 is referenced for deletion. This causes parser error on the device and template push fails.
