Description (partial)

Symptom:
After restarting the netio or spp processes, spp blocks.  Output from <CmdBold>show processes blocked<NoCmdBold> will indicate netio is blocked on spp, and multiple other processes are blocked on netio.

In addition, the xlncd process will be shown blocked on on lpts_pa.

Router software is unable to send or receive packets, interrupting SSH and telnet sessions.

Conditions:
This issue is only present for Cisco IOS XR software running on the Network Convergence System 540L platform or Cisco 8000 Series routers.

The issue is triggered by restart of the spp or netio processes (for example, due to a crash or an install operation).
