Symptom:
Cisco Nexus 9000 crash with following error message

VDC-1 %$ %NTP-2-NTP_SYSLOG_INIT_FAIL: : Failed to restart NTPd

sh system reset-reason
  Reason: Reset triggered due to HA policy of Reset
    Service: ntp hap reset
    Version: 7.0(3)I7(7)

Conditions:
1)
N9K configrued with name based NTP servers


ntp server 1.us.pool.ntp.org prefer use-vrf management
ntp server 2.us.pool.ntp.org prefer use-vrf management
ntp server 3.us.pool.ntp.org prefer use-vrf management

2) NTP feature was removed and re-applied NTP config and switch is powered off and on, or upgraded.
