Description (partial)

Symptom:
C9400*2 are configured as SVL stack, connected to opposite device.
C9400 builds EIGRP neighbor with opposite device, while following message 
are output frequently on 9400.

C9400 SVL stack/16.12.2/16.12.3/16.9.4
EIGRP is over SVI. 
configuring SPAN dest port on standby/active switch.
