Description (partial)

Session manager reload is seen on CISCO CUPS SPGW node

1. PGW anchored call is established
2. S1 based SGW relocation is in progress such that session is changing from PGW anchored session to a Collapsed session. Corresponding Sx modify Request is sent out and associated Sx Modify Response is yet to be received
3. Delete Session Request is received at SGW. This Delete Session Request could have been due to MME misbehaviour causing 4G->3G HO, thus Delete Session Request is received only at SGW
4. The earlier pending Sx Modify Response is now received and sessmgr reload is seen
