Description (partial)

Symptom:
-Unable to perform an upgrade on a vEdge cloud from 18.3.5 to 18.4.4 even though the controllers been upgraded from 18.3.5 to 18.4.4.

-vManage will show the following error message at the vEdge upgrade window:

"Upgrading vEdge to this version is not supported. Upgrade the controllers to the same or higher major software version first."

Conditions:
-Controllers running 18.3.5
-vEdge cloud running 18.3.5
-3 vSmarts are down, but they are not in the overlay.
