Description (partial)

Symptom:
OpenStack instances SNAT traffic is interrupted for a period of time after neutron-opflex-agent (re)start.

Conditions:
The neutron-opflex-agent might be restarted in the following scenarios :

- Manual restart by restarting the neutron-opflex-agent service either directly on the compute node or from within the ciscoaci-opflex container.
- Manual restart of the openstack-ciscoaci-opflex container using docker restart command: docker restart openstack-ciscoaci-opflex.
- Manual deleted of openstack-ciscoaci-opflex and followed by a recreation/rebuild of openstack-ciscoaci-opflex. This can happen during a software upgrade of opflex agents.
