Description (partial)

Symptom:
The TCP/IP NetBIOS Helper service may restart during Windows 2016, 2019, 10 during installs and upgrades.
This issue is not from Tetration or Nmap Npcap software, but how Microsoft handles the driver installation.

Conditions:
Installing a NDIS Lightweight Filer (LWF) such as Npcap results in some possible network interruption. It appears to only affect newer releases of Windows, 10, Server 2016, and Server 2019 and only in some situations like interfaces with QoS or 802.1X enabled.
