Description (partial)

Symptom:
Other party may terminates the TCP socket gracefully with CUCM.

Conditions:
1.	CUCM should get SUBSCRIBE with a party number having escape character (ex. %23=#) in it. 
2.	CUCM should send 404 for that SUBSCRIBE followed by a Notify either due to party doesn't exist ( or ) CSS configuration.
