Cisco Bug: CSCvs98754 - 8861 phones do not attempt to registration when the TFTP is down

Description (partial)

When the TFTP service is down and the phone is unable to download configuration file, it is supposed to register to the CUCM using an old stored configuration file. Instead, the phone could go in a wrong state and do not attempt registration.

In order to get the phones out of this state a manual reboot is required when the TFTP service is up and running.
