Description (partial)

Symptom:
there is an ISR 4331 with a Cellular interface and for that Cellular interface has assigned a Tunnel Interface, in the Cellular interface has configured the parameter "IP address negotiated". In the beginning, it has assigned the same IP address for the Tunnel interface and Cellular Interface and in the output for "show ip int brief" the status for the Tunnel interface is "up up"  (correct behavior), but when the customer removes the antenna and reset the Cellular Interface the IP address is lost and in the output of the "show ip int brief" the status of the Tunnel interface still appears as "up up" (unexpected behavior)

Conditions:
detach the antenna and reset the interface
