Description (partial)

Symptom:
The device will show in an Out of Sync state in the vManage in despite of having control connections. Due to the same the user wont be able to apply/modify changes to the device through the vManage

Conditions:
Model name:     vedge-ISR-4451-X
Version: 16.10.3a

Same behavior seen in ISR4331 as well


In the vManage logs you will see: 
Failed to connect to device : x.x.x.x Port:830 user : vmanage-admin error : Connection failed

No active sessions on netconf
