Description (partial)

Symptom:
When a user connects to a Webex Meeting selecting "Connect to a Video System" (without proximity pairing), the room device joins the meeting but the roster is not accurate and layout button is missing.

Conditions:
1. Make sure the Webex client is not paired via proximity to the Room Device. (Turn off your computer's microphone to avoid connecting to the endpoint using proximity)
2. Connect to a Webex Meeting and select Connect to a Video System (select a device in the list o enter a video address)
3. The Room device joins the meeting but the roster is not accurate and layout button is missing.
