Description (partial)

Symptom:
When a Unicast DHCPREQUEST is received on a tunnel interface with VRF, the DHCPREQUEST is dropped as the "tunnel cannot be found:
- Tunnel: Drop, Failed to find tunnel for GRE/IPv4 packet 18.18.18.16->16.16.16.16 (tbl=2,"VRF" len=376, ttl=62)

The DHCPREQUEST send as Broadcast will be correctly forwarded.

Conditions:
Tunnel interface configured with VRF
