Symptom:
ESA logs messages such as:

Wed Feb  5 06:00:44 2020 Info:   The attachment could not be scanned. File Name = 'esa_temp_file.txt', MID = 219520, SHA256 =da8e65dae906b8d03102b83b944849c59c95c8aaca190de2d7303fd19a914e15, Unscannable Category = Service Not Available, Unscannable Reason = Connection to File Reputation Server timed out

Conditions:
ESA configured for file reputation integration with AMP public or private cloud.
