Symptom:
'admin show environment fans' shows wrong fan speed values looking stale (Upper fan tray in the output):

 Fan speed (rpm):
        FAN0    FAN1    FAN2    FAN3    FAN4    FAN5    FAN6    FAN7    FAN8
Rack 0:

Please notice that while in this state, alarms for the stale FT will not be triggered in case we've a fan/fan tray failure.

The commands below can be used  to check the real status of the fans:
run on -f node0_fc0_sp env show vefan speed all
run on -f node0_fc1_sp env show vefan speed all
