Description (partial)

Symptom:
After upgrading CUIC from 11.6 to 12.0, when we Go to Configure > Groups > Then Select "AllUsers"

- We see that the "All Users" is not sorted alphabetically.

-	I recreated this scenario in the 12.0 Lab, and it appears that when creating groups, it will list them ordered from the time that they were created, instead of alphabetically

-	In looking at our CUIC 11.6 Lab, I notice the value list has the "order by name" at the end of the query

Conditions:
After upgrading CUIC from 11.6 to 12.0, when we Go to Configure > Groups > Then Select "AllUsers"

- We see that the "All Users" Value List is not sorted alphabetically.
