Description (partial)

Symptom:
On restart/RPSO , SERG rebuilds it database from its client (IPV6ND in this case).
On restart, master serg_agt is sending NULL update towards serg Slave , this is deleting ipv6_nd entry on slave serg router. At this stage data drop will start.
Later, on master node ipv6_nd replay its entries to serg_agt on master , which gets sync to slave serg and hence recreating ipv6_entry/route on slave node. At this point data will resume.
