Conditions:
- Idle mode TAU SGW handoff for collapsed PDN happened.
- There seems to be MME misbehavior Idle mode TAU SGW handoff in CreatesSessionReq linked_eps_bearer_id is not coming So we are assuming this as GNGP handoff as per spec our behavior seems correct.
- In connecting state due to this GNGP handoff assumption and mean time some deletion is trigger during this hand-off window wrong state handling triggering leading to inconsistency in system
- New Pure-S PDN create request came in this inconsistent state lead to sessmgr restart
