Description (partial)

Symptom:
1> Jabber causes new subscription and entire messaging flow with voicemail each time when switch happens
2> Switch is Expressway - VPN - Expressway where IP are changed and jabber do new connect each time
4> This leads to oversubscription and eventually high request rate and CPU

Conditions:
1> Users configured to login to voicemail with Expressway-VPN-Expressway switch
2> Users have high Voicemails and majorly users perform work from home where expressway switch most happens
