Description (partial)

This issue is specific to parameterized policy referencing an extcommunity set in delete extcommunity action.
If a route-policy contains this action - delete extcommunity <type> in <parameterized_set_reference>, it would lead unexpected behavior. Instead of "delete in" functionality this would work as "delete not-in".

Example config: delete extcommunity rt in $extcl1
