Description (partial)

Symptom:
Read Only user has write acess(Submit button is functional) and can accept statement in Emergency Call Routing Regulations page

Conditions:
1)Login to CCMAdmin.
2)Create an End User who has Read Only access/Permission(Role-Standard CCM Admin Users and Standard CCMADMIN Read Only)
3)Access the path Advanced Features->Emergency Call Routing Regulations. In Emergency Call Routing Regulations page, Submit button is functional and the user can accept all the statements listed by click on Submit button.

Ideally for Read Only user, either Submit button must be missing or non functional.
