Description (partial)

Symptom:
MRA registered 8861 phone stays unregister

Conditions:
This is a scenario where MRA 8861 phone registered with CUCM, and after CUCM is upgraded and rebooted, 8861 is loosing the SIP registration to primary UCM (sea-ucm-sub-01), which is expected and then it tries to register to secondary UCM (wdc-ucm-sub-01) but that's going through reboot as well, at this stage 8861 phone tries to pull device config from TFTP server/s (sea-ucm-tftp-01:10.8.4.19, wdc-ucm-tftp-01:10.10.4.19), but they are rebooting as well (as part of the upgrade), what I see that 8861 was never able to follow up in requesting device config, hence stays in un-register state.
