Release-note

Symptom:
When a optics OIR is done on FEC enabled optics in Octane LC, the fec is not getting enabled by default.
Any CPAK optics that can support FEC and has FEC enabled before OIR will hit this issue on the Octane LC.

Conditions:
8x100 / 4x100 Octane card having optics which support FEC by default (SR4, PSM4, CWDM4).

On performing the optics OIR the FEC is not getting enabled.
