Description (partial)

Symptom:
Traffic from orphan Host1(Vlan A) to orphan Host2(Vlan B) is software switched on both N9Ks with 'feature dot1x' enabled causing high CPU. Traffic would need to travel via peer-link as hosts are orphan ports.

Conditions:
N9K-C9372 switches running nxos versions 9.2.3 or 9.3.3 in vpc and sending traffic across peer-link
