Description (partial)

Symptom:
On a user plane function (UPF) with 2 ports provisioned.
It has been observed that a single port shutdown from the UPF CLI causes BFD flaps for BFD sessions across both ports.

If 1-1 ICSR is configured, and depending on the configuration, this can initiate a switchover and/or a dual Active state of the primary and standby ICSR UPF.

Conditions:
This seems to affect only deployments with Intel XL 710 cards.
