Description (partial)

Symptom:
The below errors are seen when attempting to deploy a VNF

* CPU topology doesn't match maximum vcpu count

* vcpu count unavailable for deployment

NFVIS shows vCPUs still in use by the failed deployment when the conditions are met.

*  nfvis# show resources cpu-info

Conditions:
A profile is created with n number of vCPUs that does not equal the amount of sockets * cores * threads defined for the guest CPU Topology in the created profile. And this profile is then used for a deployment.
