Description (partial)

Symptom:
Larger Sx PDU size msg encoding/decoding routines consuming more CPU.  Sx PDU as a whole takes up large amount of memory. At present entire  PDU is set to zero using memset api. This means we consume lot of CPU and set the memory area which might not be accessed while processing Sx message.

Conditions:
Larger Sx PDU size msg encoding/decoding routines consuming more CPU. Instead of resetting entire memory area by calling memet, customized  area is set to zero. Thus avoiding entire area being reset which probably is not being used.
