Description (partial)

Symptom:
Webex windows client does not follow language setting for the site

Customer site is configured for Korean/Japanese/Chinese.  When they start meeting from modern view, the webex app starts as English.  See wbxtrace/http logs and screenshot for descriptions.

1. Customer site is configured for Korean/Japanese/Chinese.
2. Then go to modern view
3.Try to schedule one meeting, input Korean/Japanese/Chinese words into meeting name
4.Try to start this meeting.

Expect result: It will use Korean/Japanese/Chinese
Actual result:it will use English

Conditions:
- Windows 8/10 (not occur with Mac PC)
- Modern View (not occur with classic view)
- site and desktop app language is not English
