Description (partial)

Symptom:
An ISR 4k router can crash when receiving voice packets when certain values are null:

ISR-Router uptime is <uptime>
Uptime for this control processor is <uptime>
System returned to ROM by LocalSoft at <timestamp>
System restarted at <timestamp>
System image file is "bootflash:isr4300-universalk9.16.06.06.SPA.bin"
Last reload reason: LocalSoft

This will usually generate qfp-ucode-utah core files.

Conditions:
In a lab setting, this crash was seen when a DMTF (Dual Tone Multi Frequency) packet arrives on a Media Termination Point (MTP). Other conditions can still trigger this issue, though.
