Description (partial)

Symptom:
Call not broadcast to line member, from which it is forwarded.

## Extension 1000 has CFNA set to Hunt pilot number.
## When extension 1000 is dialed and IP phone does not answer, call is forwarded to hunt pilot 9999.
## 9999 has the line group member 1000 (call not ringing on 1000)

Conditions:
SCENARIO 1:
When Call queue is enabled, the call is broadcasted to all the members except 1000.
SCENARIO 2:
When call queue is disabled, the call is broadcasted to all the members.
## The issue is reproducible in LAB.
The issue is same when the Distribution Algorithm is set to "Broadcast" or "Longest Idle Time".
No issues are observed when set to "Top Down" or "Circular"

the above is creating race condition where line is coming ideal after few milliseconds.
