Description (partial)

Symptom:
*** 9200L running 16.9.4 will stop sending bpdus after a period of time ***
> After about 8 hours of operation the 9200L acting as STP root bridge will stop sending BPDUs to downstream switches. 
  - downstream switches will report loss of BPDUs on all vlans from root bridge
  - this can result in a full loop, or at other times may recover and resolve itself. 
  - there is no apparent resource exhaustion: CPU, memory, inject path, port utilization all appear nornal during the issue 
  - All physical layer is clean

9200L acting as the STP root bridge
