Description (partial)

Symptom:
Ethernet Virtual Private Network (EVPN) mass withdraw event triggered on EVPN peers occasionally during Route Processor Failover (RPFO) or l2vpn_mgr process restart. This event causes traffic glitch on EVPN Multihomed (MH) (Layer 2 and Layer 3) traffic for 500 milliseconds to 1 second duration.
