Description (partial)

Symptom:
When installing/re-imaging a NCS-560 router by iPXE boot with a Golden ISO (GISO) from an external iPXE server,
NCS-560 doesn't install any optional packages/SMUs and the initial IOS-XR configuration bundled in a Golden ISO (GISO).

Conditions:
This issue is applicable only when installing/re-imaging NCS-560 router by iPXE boot like below.

- Build a Golden ISO (GISO) and place it on a iPXE server
- Reload NCS-560 router by 'hw-module location all bootmedia network reload" in sysadmin mode, or Select iPXE boot on BIOS menu

This issue is not applicable when installing/re-imaging a running NCS-560 router via install command.
