Description (partial)

Symptom:
Disabling service in Control Hub for "Enable Jabber team messaging mode" only affects new users.  Existing users that have the setting enabled at the user level will remain enabled.  This can be seen if users are exported to a CSV.  Look at column "Jabber with Webex Teams", it will be True for users that were enabled before the service is disabled.

The setting cannot be changed at the user level if the same setting has been disabled globally.

Conditions:
Service in Control Hub for "Jabber team messaging mode" is enabled. Users are enabled for "Jabber team messaging mode". Disable the service "Jabber team messaging mode".  Existing users that have the setting enabled at the user level will remain enabled. 

This can be seen if users are exported to a CSV.  Look at column "Jabber with Webex Teams", it will be True for users that were enabled before the service is disabled.
