Description (partial)

Symptom:
Emails ending up in default exception queue after a disconnect/reconnect with ECE.

Conditions:
Queues have a limit, configured in ECE, to the number of items they can hold.  When ECE reconnects to the MR PIM it ignores those limits and puts all available emails into queue.  Those that exceed the queue limits are put into the default exception queue.
