Description (partial)

Symptom:
Prior to 16.12.2s, by default, any wlan created was automatically mapped to default-policy-profile under default-policy tag. This was enough to get the SSID to be broadcast. 

In 16.12.2s, this default mapping has been removed. From user perspective, if using default policy tags, upon upgrade, wireless network will be down. There is no error or warning printed asking customers to manually map ssids to their intended policy profiles. Create a warning for the end users.

Conditions:
Upgrade from 16.10, 16.11, 16.12.1, 16.12.1s to 16.12.2s and later
