Description (partial)

Symptom:
Bifrost was failing for Surge Test due to the PSU Power OK signal being toggled during a 1KV surge. FPGA takes down the system when it sees that PSU Power OK is being toggled. To fix the issue during surge events which happens for few micro seconds FPGA is changed to add a debounce logic of 128ms for the PSU power OK during transient events.
