Symptom:
UCS C and B series host firmware policies should allow for stepped firmware requirements where (for example) a SSD drive requires a stepped version before going to higher desired end version.

Conditions:
USC firmware upgrades for supported upgrade version change, but have specific component that would otherwise fail because of some intermediate firmware version requirement.
