Symptom:
When a tunnel is going over bundle interface(s), the bundle flap makes the chain go through a particular transition. 
We always return differential counters of counters - counters_last_read
in this transition the counters and counters_last_read were not cleared. Hence, when the tunnel comes back up the differential counters becomes 0 - counters_last_read (old_value). 

Which leads to the overflow.

Conditions:
This happens only in the tunnel te case where tunnel is pointing to local label.
