Description (partial)

Symptom:
When customer uses the route-policy configuration "set rib-metric" on a BGP underlay route,
Then an overlay BGP route will not track the Underlays Metric for use in best path calculation.

Instead, the underlying non recursive (IGP) routes metric will be used.  In case of a Static Route, this is always 0.

Conditions:
"set rib-metric" is used in a BGP table-policy.
BGP route eventually resolves over a static route that chooses outgoing Interface.  Static routes always have metric 0
